GEORGETOWN, Guyana– The Guyana government says the Barbados-based Caribbean Development Bank (CDB) has issued no objection to negotiations starting regarding the construction of the US$190 million Linden to Mabura road by a Brazilian firm.

Finance Minister Dr. Ashni Singh said that the Construtora Queiroz Galvao S.A had emerged as the preferred bidder for the road works that will include upgrading the existing alignment to Asphaltic Concrete Surface and the inclusion as well of five drainage structures.

“This project is the first link of the highway between Linden and Lethem. It would provide major support to ease of travel, trade, and general connectivity between Guyana and Brazil and vast open opportunities by linking Guyana’s hinterland communities to Georgetown,” the Ministry of Finance said in a statement.

It said the process leading to the contract award followed a stringent and transparent procurement process whereby the call for proposals for the prequalification of contractors was made in February 2021.

It said ten contractors were prequalified, and the prequalified list of contractors was approved by the CDB in October 2021.

Following the prequalification phase, the bidding process began in October 2021 and concluded in December 2021. Five companies, including China and Brazil, made submissions of the ten prequalified contractors.

The Ministry said that the bids were carefully scrutinized and evaluated. After a thorough evaluation process involving engagements and consultations with the CDB, Construtora Queiroz Galvao S.A was determined as the most responsive bid indicating full compliance with all environmental, social, health, and safety requirements.

Construtora Queiroz Galvao S.A is a sizeable Brazilian contractor established in 1966.
