
WASHINGTON, CMC – Caribbean-American Democratic Congresswoman Yvette D. Clarke has welcomed President Joe Biden’s new Executive Order on Safe, Secure, and Trustworthy Artificial Intelligence (AI).
“I commend the administration for issuing this landmark Executive Order to ensure that America is a global leader in AI by prioritizing innovation and competition while also emphasizing new standards for equity and civil rights and mitigating threats posed by misinformation and disinformation,” Clarke, the daughter of Jamaican immigrants, told the Caribbean Media Corporation (CMC).
“This comprehensive strategy not only represents a whole-of-government approach to promote the responsible development and governance of AI but also lays the groundwork for Congress to act on legislation to provide the necessary resources and authorities,” added the representative for the 9th Congressional District in Brooklyn, New York.
“I am also pleased to see the administration’s attention to advancing equity and civil rights, which coincides with my work on algorithmic discrimination, including my bill, the Algorithmic Accountability Act,” said Clarke, first vice-chair of the Congressional Black Caucus.
She noted that while AI systems use algorithms that routinely make decisions about insurance, housing, employment, health care, banking, and policing, “biases are deeply embedded within many systems.
“I believe bias in AI will be the civil rights issue of our time, and I look forward to continuing to work with the administration and our private sector partners to ensure equity and inclusion are baked into new technologies of the future,” Clarke said.
Biden’s Executive Order establishes, among other things, new standards for AI safety and security, protects Americans’ privacy, advances equity and civil rights, stands up for consumers and workers, promotes innovation and competition, and advances American leadership around the world.
As part of the Biden-Harris Administration’s comprehensive strategy for responsible innovation, the Executive Order builds on previous actions the US President has taken, including work that led to voluntary commitments from 15 leading companies to drive safe, secure, and trustworthy development of AI.
With this Executive Order, the White House said the US President directs “the most sweeping actions ever taken to protect Americans from the potential risks of AI systems.”
The actions require that developers of the most powerful AI systems share their safety test results and other critical information with the US government to develop standards, tools, and tests to help ensure that AI systems are safe, secure, and trustworthy.
The Executive Order expands bilateral, multilateral, and multistakeholder engagements to collaborate on AI.
