BASSETERRE, St. Kitts, CMC—The St. Kitts-Nevis government says it has taken a significant step in advancing its e-government transformation by partnering with Estonia-based Cybernetica on the project.
Cybernetica is best known for developing Estonia’s e-Estonia X-Road and Internet voting systems and is regarded as one of the key architects of e-Estonia and the Estonian e-government ecosystem.
The government said Cybernetica will provide strategic guidance and expert support in developing and implementing a robust Digital Identity Authentication System.
” Digital Transformation is not merely a goal for us; it is a necessity in shaping our nation’s economic and social future, ” said Public Infrastructure, Energy and Utilities, Domestic Transport, Information, Communication and Technology, and Posts Minister Konris Maynard.
” As we embark on the ambitious journey of our whole-of-government strategy for digital transformation, we stand at the forefront of innovation and progress. This initiative is about adopting new technologies and reimagining how we deliver services, engage with citizens, and empower our workforce.
“Together, we will harness the power of digital tools to create a more efficient, transparent, and inclusive government that meets the needs of all our citizens. The future is digital, and we are committed to leading the charge towards a more connected and resilient society,” he added.
The government said it has also identified digital identity authentication as a cornerstone for its digital transformation. To ensure the successful implementation of this initiative, Cybernetica will collaborate with the Ministry of ICT and Posts, bringing its long-term expertise to conduct a comprehensive review of the current digital identity landscape.
The project, it said, would deliver a detailed strategy for deploying digital identity services, collateral infrastructure, and capacity-building.
A government statement said that, among other deliverables, Cybernetica’s team of experts will provide government strategy evaluation—technical documentation assessment, policy and legislation review, and implementation roadmap development.
The Twin Island Federation has “critically prioritized digital identity, interoperability, legislative frameworks, data management, and cybersecurity.
“By addressing these issues, the Digital Identity Authentication System will serve as the foundation for a broader digital ecosystem, enabling government entities to deliver efficient and secure services to citizens and businesses alike,” it added.
Cybernetica’s lead consultant, Dr Valentyna Tsap, said it is privileged to partner with the government on this initiative.
“A robust digital identity system is one of the cornerstones of any modern digital state because it enables secure, efficient, and accessible public services. Through this project, we aim to leverage our extensive digital identity and governance expertise to provide strategic insights and actionable guidance, ensuring a smooth and successful implementation.
He added, “We are excited to contribute to the government’s vision of a digitally empowered society and support St. Kitts and Nevis in their journey towards becoming leaders in e-governance in the region. ”
Maynard said the government is committed to providing the technological infrastructure necessary for advancing the Sustainable Island State agenda, ensuring a digital future that benefits every citizen and paves the way for lasting progress.
