PORT AU PRINCE, Haiti, CMC—The President of the Transitional Presidential Council (TPC), Edgard Leblanc Fils, is due to travel to the United States on Tuesday to attend the opening of the United Nations General Assembly (UNGA). Washington expressed regrets over “the delays” in approving his security arrangements “due to the complexity of our internal procedures.”

A statement from the Office of the Prime Minister made it clear that Fils “is leading the delegation” and that Prime Minister Garry Conille would also be part of it.

On Sunday, the US Embassy issued a statement saying that the United States “will show the most outstanding courtesy to the President of the Transitional Presidential Council, Edgard Leblanc Fils, on his trip to New York for the United Nations General Assembly.

“President Leblanc will benefit from full protection, as is the case for all Heads of State. The American Government takes the security of foreign dignitaries in the United States very seriously and regrets the delays in approving Mr. Leblanc’s security arrangements due to the complexity of our internal procedures,” it added.

On September 20, the US State Department issued a statement regarding the security of the head of the TPS. According to the statement from the Office of the Prime Minister, “As soon as we were informed of the situation, we contacted President Leblanc and began steps to understand what happened.

“I can assure you that the problem is resolved from now on. There is a powerful possibility that he will be able to come very soon to fulfill his role as Head of Delegation and speak before the Assembly (on September 26”, Prime Minister Conille said, reiterating that there was never any question of him leading the Haitian delegation.

On Monday, media reports quoted the TPS head as saying he is waiting for an official confirmation letter from the United States confirming his security before leaving for the United Nations.

In July, Fils thanked Caribbean Community (CARICOM) countries for their role in trying to bring about stability in their homeland, where security has become a significant issue, particularly following the assassination of President Jovenel Moise on July 7, 2021.

He said Haiti has also benefitted from the deployment of police officers from Kenya under the United Nations-sanctioned mission to combat powerful armed gangs that have wreaked turmoil in the Caribbean country and that he expects presidential and legislative elections to be held in the French-speaking CARICOM country by the end of 2025.
