GEORGETOWN, Guyana, CMC – The Guyana government Tuesday said it had granted no permission to the locally based Hadi’s World or any of its associates to conduct cabotage operations there.
Cabotage operations are when a foreign company transports goods or passengers between two locations in the same country. The term originated in shipping but now applies to other modes of transportation, including aviation and road.
The Maritime Administration Department (MARAD) of the Ministry of Public Works said that any previous exemptions granted have expired. Consequently, those vessels are not lawfully allowed to operate within Guyana.
The MARAD said that it received a request for cabotage exemptions for the vessels: Motor Tug Amelia, Motor Tug Machelo, Deck Barge Miriam, and Deck Barge Carmelia, from Hadi’s World, signed by its company secretary, Azruddin Mohamed and that “this request has not been granted.
MARAD said as a result, the vessels “are not authorized to operate within Guyana.
“The MARAD categorically states that any vessel conducting cabotage operations without the requisite permit shall be subject to detention and/or any other penalties under the laws of Guyana.”
Hadi’s World, its secretary, and his father, Nazar “Shell” Mohamed, were sanctioned by the United States Treasury Department’s Office for Foreign Assets Control (OFAC) in June 2024 for allegedly evading US$50 million in taxes on 10,000 kilograms of gold.
The Bank of Guyana revoked Mohamed’s foreign currency dealers (cambio) license almost immediately after the US sanctions.
