ST. GEORGE’S, Grenada, CMC—The Public Utilities Regulatory Commission (PURC) announced Tuesday that it has launched a request for proposals (RFP) for the proposed Grenada Renewable Energy Project at Point Salines, south of here.
The Grenada Renewable Energy Project is being executed with the PURC, the US-based Rocky Mountain Institute, the Grenada government, and the Grenada Electricity Services Limited.
The project aims to leverage Grenada’s rich renewable energy potential by harnessing the sun’s power. This would reduce the country’s dependence on imported fossil fuels such as diesel, enhance grid resilience, and promote long-term sustainability and economic growth.
The PURC said it will continue to provide regulatory oversight and ensure that the project is executed by the highest standards of transparency, environmental responsibility, and stakeholder engagement while upholding the best interests of Grenadians.
It said that the RFP launch follows a competitive and transparent pre-qualification process to identify capable, experienced developers with the technical and financial capacity to deliver on Grenada’s sustainable energy vision.
It said the selected bidders demonstrated strong potential to deliver a high-impact renewable energy solution aligned with national policy goals.
“The PURC is proud to advance to the next critical phase of this transformative initiative,” said PURC chief executive officer Andrew Millet, adding that the “issuance of the RFP to the pre-qualified bidders done in partnership with Rocky Mountain Institute underscores our continued commitment on the journey toward a more sustainable energy future.
“This step follows a rigorous, transparent, and inclusive procurement process, one that has consistently prioritized clean energy innovation and aligns with the broader national sustainable development goals of the government of Grenada,” Millet added.

The RFP invites qualified bidders to submit comprehensive proposals demonstrating their capacity to design, finance, construct, own, operate, and maintain a utility-scale solar photovoltaic (PV) power plant.
The PURC said that the bidders must present detailed technical and financial plans outlining how to deliver the project by the specified performance standards, timelines, and regulatory requirements.
It said proposals should include strategies for project implementation and long-term operation and maintenance frameworks to ensure reliability, efficiency, and sustainability over the project’s lifetime.
The submission deadline is August 4, 2025, with the preferred bidder announced two weeks later.
