ST GEORGE’S, Grenada, CMC – The Investment Migration Agency (IMA), acting under the direction of the Citizenship by Investment Committee, has suspended the license of local CBI agent Reef View Enterprises Ltd. following a three-month investigation.
A statement posted on the IMA’s website on Friday announced the suspension, which took effect the same day.
“The Investment Migration Agency (IMA), under the direction of the Citizenship by Investment Committee, hereby notifies all stakeholders that effective June 6, 2025, Reef View Enterprises Ltd. has been suspended from operating as a Local Agent until further notice under the Grenada Citizenship by Investment (CBI) Programme,” the release stated.
The IMA explained that the decision followed “serious breaches” of the agent’s obligations, including the alleged misappropriation of investor funds and other conduct deemed harmful to the integrity of the program. The investigation began in March 2025.
“This decision was made in the interest of preserving the integrity, transparency, and proper administration of the CBI Programme,” the release added, noting that Reef View Enterprises Ltd. is no longer authorized to submit applications or represent clients under the program.
According to its LinkedIn page, Reef View Enterprises Ltd. has served more than 3,000 clients since 2020. The IMA’s circular—labeled as Circular Number Seven—confirmed that all active and pending applications previously handled by the company are currently under review.
“Going forward, the designated Marketing Agent for each file will be contacted directly regarding the next steps for file transition, investor communication, and continued processing under the Programme,” the statement continued. The IMA also gave the assurance that it will work directly with affected Marketing Agents to ensure continuity of service and to safeguard legitimate applications.
“We urge all marketing agents, developers, and service providers to refrain from engaging with Reef View Enterprises Ltd. in any CBI-related matters effective immediately.”
The action was taken by Section 4(6) of Grenada’s Citizenship by Investment Act, 2013, which empowers the Minister to revoke an agent’s license if their performance is deemed to fall below acceptable standards.
Grounds for revocation include diminished ability, resources, experience, or integrity; failure to pay required fees within 14 days of the due date; or non-compliance with the requirement to maintain a registered office in Grenada and notify the Committee of any changes.
The suspension was announced just days after an investigative website known for reporting on corruption and financial crime published claims that the agent had defrauded CBI applicants and sent unsolicited emails to others.
Headed by Colin Bishop, Reef View Enterprises Ltd. describes itself as “Grenada’s premier licensed CBI local agent providing bespoke immigration support to businesses and private clients.” It is the second company to be suspended in 2025. The first was Singapore Heng Sheng (Grenada) Development Pte Ltd.
