Former senior police officer Paul Slowe has been cleared of sexual assault charges after a magistrate ruled the prosecution failed to prove its case beyond reasonable doubt.

GEORGETOWN, Guyana, CMC – The Guyana Police Force (GPF) Friday said it intends to file an appeal against the decision of a magistrate court to find retired assistant police commissioner, Paul Slowe, not guilty on three counts of sexual assault dating back to 2019.

“The Police intend on appealing the decision of the learned Magistrate,” the GPF said in a statement, adding that Senior Magistrate Fabiyo Azore at the Georgetown Magistrate’s Court based her ruling mainly on the fact that the evidence of the prosecution and the defence is of equal weight “and the law is clear that when this is the case the benefit of the doubt must go to the accused.

“The Court added that it cannot say that it is sure of the accused’s guilt, and that conclusion is not a finding that the complainant fabricated her evidence; it is a recognition that the prosecution has not met the high threshold required by law,” the GPF added.

Slowe, who also served as chairman of the Police Service Commission (PSC) between 2018 and 2021, was charged in October 2021. The prosecution had alleged that while he served as PSC chairman, he sexually assaulted a female officer on three occasions in March 2019 and April 2019, at Police Headquarters.

But in handing down her ruling, Magistrate Azore said that the prosecution had failed in meeting the legal threshold in the matter.

Slowe, who retired as an Assistant Commissioner of Police in 2010 after 37 years as a member of the GPF, was represented by a battery of lawyers, including Dawn Cush, Nigel Hughes, and Dexter Todd.
