PORT AU PRINCE, Haiti, CMC – The Secretary General of the Organization of American States (OAS), Albert R. Ramdin, is winding up his first official visit to Haiti on Wednesday, since assuming office on May 26 this year.

Ramdin is leading a delegation to the French-speaking Caribbean Community (CARICOM) that is facing a political and socio-economic problem, exacerbated by criminal gang activities aimed at disposing of the interim government.

Ramdin, who arrived here on Tuesday, has already met with members of the Presidential Transitional Council (TPC), where the President pro tempore and coordinator of the Transition Council, Laurent Saint-Cyr, accompanied by his fellow presidential advisors, thanked the OAS for its constant commitment to Haiti, particularly as it regards the Roadmap for Haiti with support from regional and international community.

The OAS views the Roadmap as a political and operational framework for coordinating concrete solutions with the Haitian authorities and aligning efforts among multilateral and regional partners. It is a collaborative approach based on shared responsibility with all actors and donors working together while respecting their institutional responsibilities and the mandates that guide their actions.

The Roadmap recognises ongoing efforts and does not replace existing initiatives. Instead, it builds on Haiti’s priority objectives and existing actions to address the multiple dimensions of the crisis.

Saint-Cyr highlighted the progress being made towards holding elections, including the adoption of the electoral decree that sets in motion the process for restoring democratic rule and the holding of elections since the last ones in 2016.

The meeting with the TPC discussed several matters, including the challenges of governance and stability, the organisation of elections expected by February next year, and the expiration of the TPC’s mandate on February 7, 2026.

The meeting also discussed the operational readiness of the Gang Suppression Force (GSF), the new, UN-authorised multinational mission approved in October 2025 to combat escalating gang violence.

It will replace the Kenya-led Multinational Security Support (MSS) mission, with an initial deployment of up to 5,550 officers and soldiers for 12 months.

During the meeting, all the stakeholders acknowledged the urgent need to do everything possible to restore security in the country, particularly through concerted measures, including controlling the networks supplying gangs with weapons and resources, and strengthening maritime surveillance.

Ramdin also held a working session with Prime Minister Alix Didier Fils-Aimé and members of the government, during which he was briefed on the significant progress made in the fight against insecurity, including the operational strengthening of national forces and the gradual ramp-up of measures to neutralize armed groups.

Prime Minister Fils-Aimé officially requested the support of OAS member states to bolster the GSF, reiterating that restoring security remains his administration’s top priority and an essential condition for the smooth conduct of the electoral process.

Ramdin congratulated the government on the publication of the Electoral Decree, describing it as an important, concrete, and decisive step toward holding credible, inclusive, and democratic elections.

He also reaffirmed the OAS’s strong support for institutional stability and its commitment to Haiti during this crucial phase.

Before his departure, Ramdin will visit the OAS National Office for a luncheon with staff, before chairing a joint meeting with the Provisional Electoral Council (CEP) and the OAS technical teams.

He will also hold meetings with representatives of the international community present in Haiti to coordinate international support.
