CARICOM officials unveiling updated cybersecurity strategy at regional meeting
CARICOM has introduced a modernized regional action plan to strengthen cybersecurity and combat cybercrime.

PORT OF SPAIN, Trinidad, CMC – The Caribbean Community (CARICOM) on Thursday launched an updated regional Cyber Security and Cybercrime Action Plan (CCSCAP 2025), which officials say will be central to strengthening cyber resilience as the region accelerates digital transformation.

The plan was unveiled in Port of Spain at an event led by the CARICOM Implementation Agency for Crime and Security (IMPACS), in collaboration with the EU–LAC Digital Alliance policy dialogue on cybersecurity, and the EL PAcCTO 2.0 programme.

The CCSCAP is expected to guide member states in building national and regional cybersecurity frameworks, harmonising cybercrime legislation, and reinforcing digital trust across the Community.

Trinidad and Tobago Deputy Police Commissioner for Intelligence and Investigation, Natasha George, told the launch that cybercrime is increasingly driven by human manipulation, warning that TT$3 million in online fraud losses were recorded last fiscal year.

European Union Ambassador to Trinidad and Tobago, Her Excellency Cécile Tassin, said the updated CCSCAP was “a milestone” for regional security and pledged sustained EU support through the EU-LAC Digital Alliance, the Global Gateway investment agenda, and ongoing capacity-building via the Latin America and Caribbean Cyber Competence Centre.

CARICOM IMPACS Executive Director, Lt. Col. Michael Jones, urged heads of government to invest in cyber resilience, describing it as a strategic investment in future stability, not a cost.

The updated plan addresses gaps identified since the original 2016 framework. It strengthens the CCSCAP’s existing five pillars, adding a sixth – Incident Response – to ensure coordinated regional capability to protect critical infrastructure and maintain continuity of essential services during major cyber events.
